First of all, this has gotta be the easiest title in the newspaper world. All you have to do is keep it on hand and fill in the blank: "D.C. __________ is getting worse." Go ahead, put in anything - crime, the school system, the fire department, the rescue squads, the hospital, the police, public works, the library system, city services, etc., etc., ad infinitum. It's all true now, and will be truer this time next year. And this article is SOOOOO DC - they actually spent $93,000,000 (!) to make it worse. Classic. They didn't get rid of the Lorton Prison, they simply renamed it the DC Government. The Olympian Ideal of Incompetence, Laziness, Corruption and Ignorance.
