I confess that this is all news to me. I was aware that there were small numbers of "favored Jews", made up of people that somehow or another had earned the affection, gratitude, or whatever of nzai bigwigs, but had no idea about this operation. There's more than one doctoral thesis waiting to be written on all of this.
