Okay, let's see, it's "illegal" for someone to walk around in a "costume" in New York City without a LICENSE!?!? Half that city is walking around in costumes! And what the hell is the definition of a costume, particularly in THAT town?!? And what happens on Halloween, or Purim, or Mardi Gras, or a Slipknot concert? What about the SalvationArmy, do their clanging legions of sidewalk Santas ALL have to purchase costume permits? What happens when the circus comes to New York City, (I realize I just typed out a redundant statement)? Do the clowns buy permits? It sounds like they just put on cop uniforms....
