The solution to this problem is quite simple - just apply the existing laws to the situation. The folks at the ridiculously named Mesaba Airlines should be arrested, tried, convicted and executed for 47 cases of kidnapping. That's all the consumer protection we need - just apply the law equally to corporate drones and their bosses as you would to any other common thug who breaks the law. Mass kidnapping is a serious offense, there's no point in paying taxes to a government that ignores such crimes.
