Actually, this is quite historical.  If one wanders around Old Town Alexandria, one will see (faux) antique metal fire plaques placed prominently on the fronts of many homes.  They are replicas of the emblems that the earliest fire companies placed on homes who'd paid their fees to the insurance-run companies to protect them from fires.  No payment = no emblem = no fire company help.
