The "Lee Highway" and the White House

It's amusing to see how undeveloped DC was then for folks to even think of putting a six lane highway through the very center of it with little concern, (I am curious how a six lane highway is to handle Washinton Circle, regardless).  What I begin to suspect is that this is one of those instances where someone who hadn't the foggiest idea of what they were talking about, just started drawing lines on a map.
