It is typical that, even now, days later, the DC police are essentially claiming that they have no idea who was doing what to whom on this little waste of money. These are the Sherlocks we count on to protect us, and even solve crimes, and yet they aren't even conscious enough to 'remember' anything beyond the last doughnut. Very well, I shall clear things up. The whole police escort thing was a Pavlovian response - a DC-oriented habit, as it were. When they heard that some crack addled big mouth needed to get somewhere they just naturally assumed it was Marion Barry and went into PROTECT AND SERVE mode - just like old times, and just like now. Simple.
