We'll tell you we're doing better, rather than actually doing better

http://www.washingtonpost.com/local/metro-launches-aggressive-social-media-effort/2011/07/15/gIQA3J2XKI_story.html?wpisrc=nl_tech

It is so typical of these times, this area, and bureaucracies in general. Here we have an agency that has been incompetently and courruptly run for decades, and allowed and encouraged to do so by the governments that guide and fund it. Gleefully murdering its employees as well as the general public, incapable of doing anything right. And they see the "problem"* as one of "communication"; i.e. - we need to crank up the propaganda machine to lie to people about how wonderful we are - as opposed to fixing the problems, (training bus drivers to stop running over pedestrians, don't allow unsafe trains to run, etc.. You don't spend money trying to do a better job, you spend it to TELL People that you're doing a better job. Like I said - typical.

*It's only a problem because so many people now report and know about it that it can no longer be successfully covered up.  And it's not a problem for the board members, regardless, a group of parasites long known for NEVER riding Metro.
