Actually, this makes sense to me, sort of.  The article mentions the huge stockpile of wheat that this country had in 1943.  What it doesn't mention is that almost all of our other allies were suffering from major food shortages, as well as the fact that we had no idea in 1943 if winning was going to be a sure thing for us.  To give one sad example, Britain's food policies led to a predictable famine in India.  In total war, food is an essential commodity, and in total war there's no such thing as "too much" when it comes to those things.
