Actually, I think the phenomena may be a little older, i seem to remember reports of phantom clowns in the Midwest (Kansas City, maybe?) in the late 70's.  I also seem to remember that Britain had a slightly similar phenomena in the 80's, but instead of clowns, they were phantom social workers!
