An old and dear friend of my family happened to be a British bomb disposal expert during the war, (he is a quiet man, with nerves of steel). He told us of a very similiar story - a huge unexploded bomb landing by someone's house and everyone acting as if it was near-harmless, (when in fact it could have destroyed the whole block). I wonder if this is the same story.
