Possible, but I doubt it. Would need more information, like if this was a large enough sample in a double-blind test,(which I somehow doubt). And a lot is already known about hangovers, the result of dehydration and (sometimes) "impurities" in the drink, etc. The article also seems to play a little fast and loose with the definitions (or lack thereof) for drunk, sober, hung over, etc. Frankly, this sounds more like a marketing campaign to me.
Of course, the easy method is to figure out your limit, (that's what high school is for....) and then respect it.
