This is a new one for me. I had no idea. I'd note that there are quite a few vacancies. Virginia should be our cursed red clay. The District would be potholes. Perhaps New Jersey's could be Jimmy Hoffa?

Actually, a pothole is a lack of soil so that wouldn't work for DC. But 'fertilizer' might....
