I'll go with the Allstate ranking, thank you very much.  I'd note that Slate drops us down in stature due to the lack of DWI fatalities.  There are two reasons for this.  The first is that our gridlock (#2 in the Nation), prevents anyone from getting up enough of a head of steam to kill someone.  The second reason is that, frankly, DC is a hard drinking town, and experienced in driving under such conditions.  I remember one report from about 30 years ago that stated that an extraordinary percentage of drivers on the road after 7PM around here wouldn't pass a sobriety test.  So many accidents occur when it's New Year's Eve (or 'Amateur Night', as it's called around here), high school graduation nights, and big sporting events, when the under-experienced over indulge.  But the regulars bop right along...
