Help Crack A Real Code

Just found out about this. Seems like too short a sample to be successfully cracked, (given that there doesn't seem to be any clues as to its contents, the vicitim's life, etc.). I'm curious what line of work a high school drop out was in that they'd need coded messages that only they could read, (I assume the Feds have checked around with his associates regarding this). The usual small-to-medium criminal operations wouldn't seem to match that need. Oh sure, you might have addresses, maybe some bookkeeping details, but this has the feel of something different.
