The idea that this was a government experiment has been kicking around for years, and one I would tend to subscribe to.  But I would make it simpler than some super hi-tech wonder being tested.
I see a mock up with various lights, perhaps one or two people in costumes, etc. being staged for the guards at the base.  And then analysis of their reactions in order to gauge the effectiveness of what are essentially special effects and magic tricks in infiltration and reconnaissance.  Base guards might immediately shoot at a Soviet helicopter passing over the fence - but would they shoot at a flying saucer, an angel, a vision of the Virgin Mary, etc.?  The delay might be critical for the success of a mission.
